Some basic features of the process of forming a social assistance matrix in Argentina that is structured in the postcolonial transition and the early classical liberal state are exposed, and is characterized by social protection «stateless», thereby identifying the emergence of a reason of state that is embodied as indirect intervention. The passage of hospitality model towards the institutionalization of public charity is analyzed, until the novelty given by social assistance and its prospects in time. A glance of long-term and decentralized power respect of Buenos Aires is privileged, through a genealogical study that crosses countless cultural translations, around historical facts conceived in its epistemological and methodological interpretation, i.e. as a scientific construction.
