The mining neo-extractivism accumulation system, which has predominated for more than 20 years in the province of Catamarca, has generated eco-bio-political transformation both in the territories and bodies. The development of this logic requires territorial engineering. This paper proposes to analyze the principal socio territorial transformations observed since the installation of Minera la Alumbrera in the province of Catamarca, considering the key implications regarding the development of a new type of neoliberal city. We will analyze the phenomena of territorial displacement of the zones around the mine, the territorial restructuring and relocalization of these populations by the acceleration of the urbanization in the departmental capitals, principally in Gran Catamarca. Following two decades of the presence of the Alumbera, we have tried to uncover the overall results generated by the transnational mine, particularly the royalties and public policies derived from this model, having generated in the provincial levels of distribution of riches that result in the lessening pre-existant sociospatial class order. At the end of this paper, we take the actions of international organizations and public policies regarding housing and infrastructure of the provincial and national state, in order to understand how these bodies produce a new territorial order destined to satisfy the demands of transnational capital.
