Abstract

In this paper we intend to present how in the case of the Autonomous City of Buenos Aires (CABA) and the province of the same name have reformulated the basics of childcare, giving special attention to the educational field. The reforms initiated in the early 90s show a persistent tension between two tendencies of different die. On the one hand a neoliberal called perspective promoted disincentive to state public intervention, which some authors consider as welfarist post and on the other hand, an extension of the rules from the perspective of rights promoted the expansion of rights in the field of childhood. Both tendencies coexist and stress field interventions, especially those of social workers are part.
